With little else to go on, many still resort to a fixed budget, fixed date, and scope approaches while using a Gantt chart. New product development is complex. So are the stock market and weather systems. By using similar tools stock analysts and weather professionals use I show how the completion date of an effort and the costs to achieve can be forecasted with a high degree of statistical certainty.
